News Briefing, October 9, 2026: AI in Customer Service, Information Security and Application Infrastructure

Today's briefing focuses on how AI is being put into operation, from customer support to advertising and web search, along with requirements for oversight and safety. Updates from Cloudflare, Anthropic and Samsung add perspectives on development infrastructure, personal tools and connected devices.

OpenAI disrupts two influence campaigns

OpenAI says it has banned two campaigns from Russia and Iran that used its models alongside traditional techniques to support front organizations. The Iranian campaign used seven “journalist” identities to pitch articles to news outlets and generate large volumes of social media comments. The Russian campaign appears to have recruited people in Latin America who were unaware of the nature of the operation to run a “research institute,” while also creating fake “leaked” documents and audio scripts. According to OpenAI, both campaigns placed content in mainstream media, but not all of that content was generated by its models. The Russian campaign was rated level 5 on the IO Breakout Scale, the first time OpenAI has disrupted activity at this level since it began publishing reports.

Anthropic expands support for Claude Startups members

Anthropic is expanding Claude Startups, its program for founders building companies on Claude. Members can schedule online discussions with Anthropic's Applied AI team, as well as receive help building connectors or plugins and submitting them for review for listing on Claude Marketplace. The program also provides the Startup Newsletter and access to community events with limited capacity. These additions focus on technical support, community connections and bringing products into the Claude ecosystem. Support with submitting a product for review should be distinguished from approval for a Marketplace listing.

Cloudflare launches Traces open beta and unifies observability tools

Cloudflare announced eight updates designed to bring logs, traces, analytics, alerts and data exports together in a single Observability platform. Traces, now in open beta, extends automatic tracing from Workers to other parts of the request path, including supported security rules, cache decisions, routing and origin processing. Users can adjust sampling rates with Trace Rules, view timelines and span details, or export spans through OpenTelemetry to a compatible OTLP endpoint. The new Logs interface allows users to switch between datasets without leaving the page. A unified SQL API also launches in beta, providing a consistent way to query telemetry alongside updates to alerts, dashboards and the pricing model.

Admiral brings AI agents into UK lending

Admiral is using AI agents to support customer conversations, with its first live use case providing settlement quotes in its UK lending business, rather than handling insurance claims. The initial scope is limited but still validates telephony and back-end system integration. The company involved its legal and compliance teams from the outset and adjusted its governance cadence for live operations. Beyond legal requirements, Admiral adds internal rules, uses deterministic logic for content that needs to be substantiated, and transfers vulnerable customers or those in crisis to staff. This case emphasizes incremental deployment and retaining handoff mechanisms for sensitive situations.

OpenAI introduces visual ads in ChatGPT

OpenAI introduced an ad format that uses images to illustrate products, how they are used or service experiences. Initial testing is expected to take place in the US with a group of advertisers, during image generation for ChatGPT Free and Go users. Ads will be clearly labeled and separate from the image being generated; OpenAI says they do not affect responses. The company is also integrating Hightouch, Tealium and LiveRamp so advertisers can send conversion data from their existing systems to ChatGPT Ads. In parallel, OpenAI is working with Haus, Measured and WorkMagic to explore geographic experiments to assess the causal impact of advertising. This measurement research remains at an early stage.

SmartThings adds contextual suggestions and local control

Samsung is updating SmartThings with SmartThings Now, a reorganized Home tab and expanded local control. SmartThings Now sits at the top of the Home tab, combining relevant information with actions users can take immediately. In Family Care, the system can display a care card when a member has shown no device activity for an extended period, with options to check in or call. When users approach their registered home, the system can suggest turning on lights and an air purifier, then recommend creating a similar routine. SmartThings Now also analyzes the previous week's activity to suggest updates to Favorites. According to Samsung, local control helps devices remain responsive during network interruptions; the platform has 470 million registered users.

Cloudflare brings web search to AI Gateway

Cloudflare is partnering with Ceramic.ai, Exa and Linkup to integrate Web Search API into AI Gateway, adding fresh, structured snippets from the web to model context. Users can pay with AI Gateway credits, collect logs and request data, and control access to individual providers. The service uses partners' published API prices without a markup. Partners commit to meeting Cloudflare's bot standards: crawlers must comply with Verified bots requirements, and results must include links to the crawled content. Cloudflare will identify partners that support Zero Data Retention; the announcement does not claim that all partners offer this capability.

ElevenAgents has been deployed at Banner Health to handle patient calls, initially focusing on primary care appointment scheduling. According to ElevenLabs, the system answers incoming calls around the clock, with no hold queue, and can book, reschedule or cancel appointments directly in Banner's electronic health record system. When human assistance is needed, the agent transfers the call to Banner staff along with the conversation context. The announcement says the system operates within Banner's AI governance framework, with enterprise-grade security and HIPAA compliance. The scope described is appointment support, while retaining the ability to transfer patients to staff when needed.

Samsung forecasts third-quarter revenue of 195 trillion won

Samsung Electronics announced its earnings guidance for the third quarter of 2026 on October 8, 2026, projecting consolidated revenue of approximately 195 trillion won and consolidated operating profit of approximately 107.40 trillion won. The estimates were prepared under K-IFRS. The two headline figures are the median values of the forecast ranges: revenue of 194 to 196 trillion won and operating profit of 107.3 to 107.5 trillion won. This is an announcement of estimates, not final financial results. Keeping that distinction clear is important when reading the published figures.

Quick Tunnels adds email-based access restrictions

Starting with cloudflared 2026.9.3, the --allowed-mail option lets users restrict Quick Tunnel access by email address or domain. Visitors verify their email with a one-time PIN from Cloudflare Access; neither side needs a Cloudflare account. The option can be repeated to allow multiple people or an entire domain, while unauthorized visitors are blocked before their requests reach the machine running the service. Without this option, public tunnels continue to work as before. To change the access list, users must stop cloudflared and create a new tunnel; all access ends when the process exits. This provides a way to limit who can view a service without requiring them to create an account.
